Internationally Recognised Driver Biometric License
- The driver’s biometric data is captured after they pass a road test at the Vehicle Inspectorate department and is accessed at Central Vehicle Registry through integrated software for licence card production.
- The drivers licence card is printed and goes through quality control at the CENTRAL VEHICLE REGISTRY before dispatching to the holder with their relevant code(s) assigned.
New National Driving Licence System was launched in June 2023, introducing 13 alphanumerical codes to replace the older 5 numerical classes. This change was formalized through Statutory Instrument 119 of 2023
Services & Requirements
The following are the requirements needed, on:
First time Vehicle Registration
- Complete a CVR application form .
- Obtain a police clearance form from VTS.
- Equipment number from Zimra and receipt for duty.
- Copy of identity document / Cr14 for companies .
- Proof of residence.
Re-registration of de-registered vehicles
- Complete a CVR4 application form.
- Obtain a Police Clearance form from VTS.
- Obtain a certificate of road worthiness from VID.
- The vehicle should be registered in the CVR database prior to de-registration.
- Applicant should approach ZIMRA if the vehicle has not changed ownership for payment of VAT before re-registration.
- Acceptable proof of residence must be submitted.
- Insurance cover note.
Change of ownership on vehicle registration
Surrender the vehicle’s original registration book clearly bearing the seller’s most recent previous registered owner’s name and known address.
Surrender present registration number plates for the vehicle that is changing ownership if the applicant does not want to maintain the existing plates.
Submit a duly completed CVR 4 form clearly showing a recent police clearance within 14 days.
Produce a positive identification in the form of national identification card. A valid Zimbabwe driver’s licence, or a valid passport/Resident permit. Also produce photocopy of same as part of the supporting documents.
Submit genuine documentary evidence showing that VAT has been paid to ZIMRA, i.e. ZIMRA’s VAT certificate and original receipt.
Produce and submit change of ownership insurance cover note.
Submit proof of residence (e.g. in the form of local authority water bill, ZESA Electricity bill or bank account statement or a credit sale statement in the name of the applicant.
Pay the commensurate fee due upon submission of one’s application i.e. USS95 (with new plates) or USS15 (retaining plates) all equivalent at bank rate of the day.
Replacement or change of plates (including 3rd Plate).
- The applicant must: –Complete in full application form (CVR4) for vehicle registration.
- Submit with your application, a copy of the registration book bearing the correct full names and address of the applicant.
- Surrender a set of the vehicle’s current registration number plates.
- Photostat copy of a national identity card or valid Zimbabwe passport. These should be attached on the back of one’s conversion application.
- Submit current (i.e. up to three months old) genuine proof of residence in the form of an electricity bill or water bill.
- Processing and issue fee of USS 85 in case of a motor vehicle and USS 80 for trailers must be paid at the time of making /submitting an application.
- Should the need arise, an application for the third number plate can be upon submission of:
- Complete CVR4 form.
- Photostat copy of registration book.
- Acceptable police report to the effect that the original got damaged, disfigured or accidentally tempered with under clear circumstances beyond the control of vehicle’s registered owner. A fee of US$35 or equivalent shall be paid upon admission.
Approach any of the selected Zimra offices or any of the 33 Zimpost outlets throughout the Country.
